Grand Victoria Casino on the Fox River in Elgin (Jon Langham / The Courier-News ) In Aurora, City Council members recently changed video gambling regulations in a move one alderman said was designed to protect the city's downtown casino. But it has brought in new money downstate, where there weren't as many nearby gambling options before, the report showed. In the Chicago area - where video gambling is banned in Chicago and some suburban communities - adding video gambling has simply "reshuffled the deck chairs," giving gamblers more options but not bringing in significant new money, the state report found. Most casino tax revenue ultimately goes to the state's education assistance fund, while most video gambling money goes to the state's capital projects fund, according to the state report. Though the state is bringing in additional money from video gambling, it doesn't go to the same place as the casino money. It brought Aurora and Elgin each close to $260,000 that year, and Joliet about $732,000. Video gambling in 2017 more than made up for the drop for the state, bringing in nearly $326 million, gaming board numbers showed.
